For New Enrollees as of June 1, 2010
Previously, Charter Oak premiums were based on income levels; the difference between the premium and the actual cost of coverage was subsidized by the state.
As a result of Public Act 10-3 (budget deficit mitigation legislation), this is no longer the case for new enrollees. Based on the new law, anyone enrolling in the program for the first time or returning after a gap in coverage on or after June 1, 2010, will be charged a premium of $307 per month.
It is important to note that the cost sharing for deductibles and co-insurance will continue to be based on income and household size. See chart below for specific amounts.
